📝 No obligation to reveal how fines are calculated
“The CNIL must state the legal and factual grounds for a sanction, but it is not required to disclose the calculation method or detailed amounts.”
🎯 Fines are deliberately “unpredictable” to maintain their deterrent effect.
🏛️ 2. An illustrative ruling by the Council of State
Council of State, 10th & 9th Combined Chambers, 19 June 2020, No 430810 – Google LLC v. CNIL
✔️ Upholds the record €50 million fine.
❌ Rejects the claim of “insufficient reasoning.”
📌 Paragraph 26 § 117: the CNIL is not obliged to reveal its internal calculation method or the precise figures that would allow the fine to be reverse-engineered.

🏦 95 % of CNIL fines are actually recovered by the French Treasury.
